New building standards mean greener Scottish housing

Napier University professor applauds the Scottish Government's amendments to current housing construction standards

Homes constructed in Scotland from 1 October will have to meet more stringent green standards after legislation was passed by the Scottish Government earlier this month.

The standards introduced by climate change minister Stewart Stevenson and itemised in the new ‘Building Standards Technical Handbook’ will require houses to improve their sound insulation, include better security and safety features and meet heightened energy standards. The minister said that these standards would “reduce greenhouse gas emissions by 30 percent compared with the 2007 standards.”

Professor Sean Smith, director of the Institute for Sustainable Construction at Edinburgh Napier University, said: "It is very positive that after so many years the standards have been raised.

“Some house builders have been building to these higher standards however this will now bring a level playing field for the industry sector and all occupants irrespective of income.

“This is one way in which Scotland can lead the way in promoting sustainable communities."

Anne Somerville MSP of the Scottish National Party hailed the announcement as “great news for Scots”.

Ms Somerville said: “These new building standards confirm Scotland’s position as a world-leader in the fight against climate change.

“Cutting energy use in buildings is a crucial step towards achieving the SNP government’s bold and ambitious targets for reducing greenhouse gas emissions.


“The standards will mean that, by the end of this year, a new home built in Scotland must be at least 70 percent more energy efficient than one built in 1990.

“That will make a huge difference to householders, helping them to cut out waste and save money.

“This SNP government has already invested to build more new affordable homes than at any time since the 1970s. Now, in addition, every new home in Scotland will be built to meet some of the strongest standards in Europe to be greener, warmer, safer and quieter than ever before. Scotland's construction industry will be able to pride themselves on leading the way in low carbon home building.”
